The Truth About Attempts to "Reform the NC Racial Justice Act"

Supporters of Senate Bill 9 " No Discriminatory Purpose in Death Penalty" claim this is an attempt to reform the newly enacted NC Racial Justice Act.  In truth, S9 does not amend RJA, it renders it meaningless.  S9 is, in fact, a repeal of North Carolina's Racial Justice Act.
